OGGDrop RC3 bug... ?

Kinda strange, if i try to drag'n'drop a WAV (PCM, 32 kHz, 16 bits, mono) with ABR or CBR settings (0-40-48 or 40) the program wouldn't encode.
It works correctly with 'quality setting' options...
Any idea ???

With RC3, managed bitrate mode only works if you feed it 44.1kHz input. This, plus general tuning for non CD-sample rate audio, is the main focus of RC4.
