wav2mp3 convert problem, a newbee question

Does anyone have a clue how I can convert this wave file to mp3 format?

I have tried sox to increase this file frequency, but no matter what I do lame produces either an empty mp3 file or a file which sounds like a short scratch.

LAME doesn't understand every possible RIFF/Wave file by itself. You need LAME compiled with LibSndfile support to encode your cat.wav sample. Btw, then it's possible to encode flac files too (iff LibSndfile was build with Flac support of course).

If you cannot or do not know how to do that, you need to make Sox convert that to regular PCM (though as a WAV, not a RAW file).
