So, what is going on with mobile phone (aka cellphone) compression?
Is there some encoding profile or software that will allow me to approximate it on my computer? |

G.722.2 aka ARMWB is defined both for PSTN and 3GPP networks, you can get demo app from voiceage website

You can also decode it using ffmpeg, although I'm not aware of an open source encoder.
