LAME 3.90.2 is still considered the most stable version, but the new 3.93.1 version should be bug-free and provide equal quality, but has not been tested as much as 3.90.2 has.
If you use one of these versions be sure to use --alt-preset standard as your cmd.line.
Good decoders are mpg123 (mpglib, used e.g. in lame), madplay (libmad, Winamp PlugIn available) and the Fraunhofer Decoder (used in Winamp ACM codecs and newer Winamp Versions). Be sure to use aplayer, which uses on of those decoders to get good quality.

"To understand me, you'll have to swallow a world." Or maybe your words.

What about the quality of X-Audio? From what I've read about it, it doesn't produce a good sound quality and therefor I still can't figure out why X-Audio is so popular...

If you want a good small player, try Martin Pesch's 1by1, available: here. It is able to use the Winamp2 plugins.
