LAME 3.90 CLI and DLL binaries

I have compiled LAME 3.90 in the "fast" manner (the same as Mitiok's compiles) with a few other modifications which may bring around a 2%-5% speed increase.  I've also made an ICL compile of john33's hacked .dll (thanks john33!)
