How do i compress with orgenc a file into a 8kbps and/or 16kbps mono file?

As far as I know, there is no setting for such low bitrates yet.
You could try something like -q 0 --downmix --resample 11250, but these features are still very beta and didn't work for me in the last daily build i tried.

Monty has yet to to generate the physcoacoustic floors, setup, and residue yet for any modes lower than 48/44 kHz. Last time I had checked in the CVS the only other mode he had began to work on was the top level setup for 32 kHz. That was about it. I am sure he will eventually be generating the physcoacoustic setup, floors, and residue for any other modes lower than 32 kHz once he find's the time.

You speak of RC4 right HotshotGG? So in the meantime he should be able to do this with RC3.

yes, pre-RC4. It's possible to resample the PCM samples to 11.025 Hz, but in my honest opinion it is probably not worth it yet.
