is there anywhere a DLL based en-/decoder of WavPack ?

There is no "official" DLL for WavPack. However, the file filter for CoolEdit is a DLL that has all the functionality required to read and write WavPack files, and it even has a dialog box for configuration. This could be used "as-is" or (because the source code is available) modified to suit a particular application.
