Using SoX to de-emphasize CDs

I have a CD that has pre-emphasis applied, and I found a guide how to solve it: http://blowfish.be/eac/Rip/rip12-preemph.html but I'm getting errors when trying to run SoX. It says "sox" is not a recognizable internal or external command.

Basic question - when trying to run SOX from the command line, you are in the proper directory, right? Unless the .exe is in your Windows directory, Windows won't find it unless you are currently navigated to the directory where sox.exe is located. You'll have to tell the command line to:

cd C:\example\directory\qweriopiodk

first.

Where "cd" means "change directory", followed by the full path to wherever you have SOX.

Alternatively, the aforementioned foobar2000 plugin component might do the trick, if you are more comfortable with a graphical interface.

Does this plugin by mudlord (foo_dsp_effect) just kick in by itself when playing an (emphasized) audio CD in foobar2000?
I have the plugin installed, and I navigated to ("fb2k->Preferences->Playback->DSP Manager") and I don't see an Available DSP with a related name.
So, what is the available DSP for de-emphasizing an audio CD? Is this only for playback, or can it it be chained into ripping tasks?
