VOLVO 8859-5 Cyrillic conversion

Thank you for this great plugin, Yirkha!

I have a special issue: I need to convert all my media files that are already in UTF-8 or UTF-16 to VOLVO-specific Cyrillic codepage ISO  8859-5.
The problem is that VOLVO does not show Cyrillic anyway, I dug some internet topics and found out that only this specific codepage will allow me to see Russian titles

Pleas advise me how to do this. I tried several times but failed. I check the encoding of id3tags with mp3tag software.
Several different tries gave me abracadabra as letters but encoding was still UTF-16
