Converter charset of .cue file issue in Japanese strings

When I convert tracks into multi-track file with .cue file , the .cue file can't handle some  Japanese strings like "・" & "~", it presents "?" in my txt editor .
Even the foobar2000 can't recognize multi-track audio file via .cue file, as some words in its name (with some Japanese strings) are replaced with "?" in .cue file . That's terrible!!
However if it save in utf-8 coding in .cue file generation process , all is OK .
Or any method to solve it ??
I hope the foobar2000 can change the default coding in generating .cue file to utf-8 , so that every strings may be right.
