Looking at list of new coding techniques there are high chances that  USAC will have substantial improvement of coding efficiency over LC-AAC.

Yes, I hope so. A big verification test comparing it to AAC with many new test samples is coming up in summer. We'll see...

I doubt you can run any decent encoder for 24h on a couple of coin cells.
I would look into DPCM (may be with some simple adaptive quantization step) + silence detection.
