I need to batch-process a large number of lossless PCM files (2x16x44.1) which are standard WAV files.

The script I want to run requires WAVEFORMATEXTENSIBLE for input files.

What I need is a simple command-line tool that can change the container from WAV to WAVEFORMATEXTENSIBLE.
