Anyone remember AllOfMP3.com? Well, they were working under some Russian law classifying their files as internet radio. And as radio, they had statutory licence at chickens**t statutory royalty (which never made its way out of Russia, as Western record companies boycotted the Russian collective rights management bureau and refused to collect any revenue). AllOfMP3 was blatantly illegal or would have been without exploiting loopholes; money definitely wasn’t going to those who earned it, in any case. Considering that and their facade of offering different/lossless formats, I don’t think it’s worth any discussion.

The RIAA refused to collect any money from its Russian statutory equivalent, and then they could make the claim that they didn't receive anything.
