The simplest way is to feed it to a decoder that doesn’t support SBR, as HE-AAC is designed to be backwards-compatible.

This is not the answer. This is obvious. But I do not know of any decoder which allows to do it.

Hmm, maybe an old version of iTunes does the job? Haven't tried it though, but I think I read that old version (7.x or so) don't support HE-AAC decoding.
