Foorbar2000, version 1.1.
ImgBurn, version 2.5.1.0. Nero Burning Rom, version 6.6.0. I have a ".cue" file pointing to an ".mp3" file. What is thet standard escape for the double quote ("), being backslashed double-quote (\"), or, two double quotes (""). 1. Have a single double-quote in the title name in the ".cue" file. Foobar2000 player does not recognise it. ImgBurn burner does not recognise it. Nero burner does not recognise it. 2. Change it to a backslash-escaped double quote (\") (C-language style escape). Foorbar2000 player *does* recognise it. ImgBurn does not recognise it. Nero does not recognise it. 3. Change it to two double-quote characters ("") (Excel-style escape). Foobar2000 does not recognise it. ImgBurn burner *does* recognise it. Nero does not recognise it. Last choice: Put two single quotes, but then the file which I have, Nero does not recognise it. And that's why I use single quotes in text.

What is the standard escape for the double quote (") There's no standard. Cue sheet syntax is defined by the CDRWIN Users Manual, but it doesn't mention escaping quotation marks, so the decision is left to implementers. If you want to consider the CDRWIN implementation to be authoritative, then you might try downloading the program to see if you can infer any rules from its actual behavior.
