Is Edit/Sort/Randomize not working as a global shortcut?

I'm using foobar2000 1.1.16 on Win 7 - 64bits, I tried to set Edit/Sort/Randomize to Ctrl + Win + Num 0, it will work when I have the foobar window activated, but not when minimized to tray.

I can hear a Bing! sound when I press the shortcut when minimized foobar to tray.

I read the FAQ about context, but I couldn't find a randomize command from context, context/playlist or context/now playing.

So is this by design? What should I do if I want a global randomize key?
