32kbps for silence in lame vbr, could it be lower?

Is there a reason silence isn't lower than 32? I know it probably won't make that much difference to a file to have it on the lowest possible bitrate unless theres a hidden track after 15 mins of silence.

Is there some hardware player compatability issues with extremely low bitrates or something?

DAP's are not something I have, or will probably have so I'm not too worried about doing it. Would the -b 8 switch work if it's preceeded by a lame preset or does that preset override anything else?

For sampling rates of 32 kHz and higher the minimum bitrate defined by the mp3 spec is 32 kbps.

It is possible to encode at lower bitrates with the lame --freeformat option, but only when using cbr. All software players I tried decode this correctly (Sounds awful of course, but for digital silence it would be very useful). So, I'd really like that switch to work with vbr, like "-V6 --freeformat -b8".

I think freeformat can only be CBR, otherwise it would be too difficult to figure out the frame size.
