I believe that the playlist tabs are just a standard tab window control and so the behaviour is not configurable from foobar. I'm not aware of anyway to configure the behaviour of window controls.

Looking at the number of playlist you have you may be interested in using the Playlist Manager UI Element. You can add it using Layout Editing Mode from the View menu, then use the right click menu on the UI to view options and actions. Alternatively use Quick setup and look for a configuration that already has it included.

In addition foobar is currently at version 1.1, I would recommend updating.
