Quite simple.
In ColumnsUI enable sidebar, then you enlarge the sidebar (so the playlist is not visible because the reduction of foobar window). Manage the sidebar as you want then chose a hotkey for the command "Show Sidebar" (use "Search Command" to find this). Finish. My first picture is the normal view of my foobar, and pressing a chosen key, you can view sidebar (without playlist, not visible but always present).
