Short window to long window mapping

Hi ,

Kindly  help me in Mapping the  frequency line index of short block spectral coefficients to a long block representation.

My assumptions  is as follows

1 . The long window is a result of  interleaving the same  scale factor bands values from every 8 short windows

Please tell me if my assumption is wrong . otherwise please explain the correct method or share some links from where I can get the details.
