UTF-8 encoding

ok, i really don't need explainations what UTF-8 is and why we need it. but seems that some people are having serious problems with that; and they are almost diverting us (files created with their software are broken). i think that vorbis dev docs / sdk code could more clearly state that all tags are supposed to be UTF-8. also, vorbis.com third-party software links section could mention known bugs to save people's trouble.
