Lame enc dll 3.98.2 question

Hi all ,Just a question.

The latest lame 3.98.2 I went to the authors site and found the .tar bundle.When unzipped I could not find the lame enc dll .
In the past this was as easy as copy and paste the dll in audiograbber folder.
Why the tar and is there a link to the dll or am I missing something ?
