Cool Edit Pro 2.1

Hi, guys. There's an MP3 file I recently downloaded which I'd like to remove the first few seconds from. Using Cool Edit Pro 2.1, I've successfully managed to do this, but I need to know whether this program decodes / encodes the MP3 file or does a direct cut. If it's the former (which looks to be the case), can anyone suggest a reliable program that will cut off MP3 data without adversely affecting the quality of the whole file?

EDIT: Never mind. I found the answer after checking the Cool Edit Pro help file.

"MP3 files may be opened in Cool Edit Pro as well. However, keep in mind that if you make edits to MP3 files and then save them back to the MP3 format (or any other compressed audio format), some degradation in audio quality will occur."

So, any alternative software suggestions? Good thing I kept a back-up copy...
