Uploading samples of very short tracks

Just wondering... HA allows uploading of short audio clips (<30 seconds), but what to do if the full track itself is very short?

For example, if a track on an album has 20 seconds, are we allowed to post the whole track or should we upload only something like 50%? (Could be difficult for "You Suffer" by Napalm Death tongue.gif).

Please see TOS 9, it contains the full explanation ("properly cited" + "no longer than necessary").

30s is just a guideline without legal meaning.
