TTA codec library v2.1 with password protection feature, Updated TTA multiplatform development library Options

New TTA multiplatform library, ANSI-C version 2.1 released, with updated console frontend included in the library binary package.
This library can be compiled on various hardware platforms with different hardware abilities.

Changes:

1. Code optimization;
2. Using getopt for better commandline handling in console frontend;
3. Couple of minor bugs fixed in console frontend;
4. Added possibility of ignoring the wav data size in console frontend;
5. Added password-based data protection service in console frontend (NOTE: this feature is currently not supported by players);
6. Code cleanup.

TTA1 development libraries has been updated. The new TTA ANSI-C library version 2.1 and TTA C++ library version 2.1 are now available, with updated console frontends which are included in binary package of each library.
