TTA codec library v2.1 with password protection feature, Updated TTA multiplatform development library Options

New TTA multiplatform library, ANSI-C version 2.1 released, with updated console frontend included in the library binary package.
This library can be compiled on various hardware platforms with different hardware abilities.

Changes:

1. Code optimization;
2. Using getopt for better commandline handling in console frontend;
3. Couple of minor bugs fixed in console frontend;
4. Added possibility of ignoring the wav data size in console frontend;
5. Added password-based data protection service in console frontend (NOTE: this feature is currently not supported by players);
6. Code cleanup.

TTA1 development libraries has been updated. The new TTA ANSI-C library version 2.1 and TTA C++ library version 2.1 are now available, with updated console frontends which are included in binary package of each library. Both of these libraries can be compiled on various hardware platforms with different hardware abilities.
