Set playcount + rating in foo_playcount like foo_dop or foo_upnp

I want to set play count and rating of foobar from an external plugin or application. How do applications like foo_upnp or foo_dop set the playcount maintained by foo_playcount.

Is there anyway to do this from an external application (through the command line preferably)? Or does it have to be done from a plugin?
