This has all been announced in other threads here and on other boards and sites, but some people may have missed it, so I'm putting it all here in one place.
The updated Ogg Vorbis ACM release is available for download and dated 2001-09-13. I've tested it for basic functionality and it does work.
The most recent DirectShow/Windows Media release of Ogg Vorbis is available here but has no AVI support at this time. The previous release is older and has bugs, but does support AVI files.
If you require the AVI support and can't wait until 0.0.7 you get the previous release here as well as the appropriate bugfix.
