musiCutter should do what you want. It properly splits MP3s on frame boundaries, understands tags, and can also join files.

You can also try mp3DirectCut v1.32 (the MP3 cut tool that keeps the MP3 encoded). The main point with it is that theres is no need to decompress your MP3 into a PCM format.

There is also mp3 splitter & joiner (shareware - 19,95$). I didn't use it but I am still aware of it (Thx to N-Gen )

Cool, I was wondering about something like this awhile ago because I have a few mp3s that aren't that great of quality and have noise at the end that I wanted to cut off.
