Is it possible to configure EAC to rip all tracks to .wav first, then encode them?

Not quite
If you disable the box "On Extraction, start external compressors queued in the background," then it will give you the closest equivalent thereof.
It will rip one wave, then stop everything else to encode it.
So it will be like this
|----Rip track 1----|---Encode track 1----|----Rip Track 2----|----Encode Track 2---|
You get the picture.
