Why so? Is that a regression?

I guess this was necessary to make that new playlist library work correctly (fix weird filenames).

Version c was just a hot fix for new 0.99 version, changes for 0.99b were:

Hmm, so can one still use UTF8 characters in the tags if you use the File Info system under WinAmp with the new plug-in?

Yes, that dialog is in full Unicode mode on NT based OS.
