Hello,
I need to cut something out of an mp3 file. However, I need a good program in order being able to do that. Any good suggestion? I wonder if this is actually bad for the overall sound quality of the mp3...

well, you can use any programm like soundforege, wavelab or cooledit etc
I don't know if there are good freeware-alternatives, I used soundforge as long as I can remember.
The only issue concerning soundqualtiy AFAIK is that you have to save the file again as wav or mp3, so the reencoding afterwards will reduce the quality a tiny bit (but not that I ever noticed it that much...)
There are also programms like mp3directcut, though I never used them...
maybe someone elso can give you some more details.

Use MP3Directcut. It is free, it manipulates the MP3 rather than requiring a decompress and recompress as CoolEdit and other editors do. That is, it works on the MP3 in its native state. Very nice. B)

But I'd also like to merge mp3s.
Does mp3DirectCut do this?
Or is there a freeware that does this ?

AFAIK MP3DirectCut is freeware. (It was last time I downloaded it.)
This program is actually great! I first tried something commercial called "Mp3 Splitter & Joiner", but was pretty much useless since you couldn't even see the amplitude graph. So you pretty much had to guess...but as I said, mp3DirectCut is freeware and is still updated, I think. At least I got a release that is only 5 weeks old.
How does it compare to musiCutter? My only problem with musiCutter is that it doesn't tag the split MP3, I have to do it by hand.

Another problem with mp3 cutting tools is that they cannot add LAME tag gapless information if you're splitting a large LAME mp3 file. The resulting files cannot be gapless.
MusiCutter is the only one cutting VBR Correctly.
Just make sure you choose in Settings > Specific > Adjust cut point to mpeg frame
Choose "before"
