Isobuster does a good job on recovery of *data* CDs (although there are better programs for this task too in my experience).
May I ask what programs?
CD Data Rescue
Don't know much about how it works, there are some options to check that slow down extraction and give better results, but the explanations in the help file are more marketing like than technically understandable (to me).
CDCheck
Works similar to EAC: On bad sectors extraction is repeated multiple times (configurable) until a certain number or percentage of identical results (configurable too) is returned. This program is free for personal use.
I used some all three programs for recovering a DivX DVD backup from a dying CD-R; Isobuster simply failed without wasting too much time, CDCheck was able to read into and recover a big part (> 60% IIRC) of the damaged area (took a few hours) and CDDR did the best job. Only a bit more than 100 bad sectors remained out of several 1000s after ~ 15 hours.
