why haven't playlist switcher in RC1? and haven't "always send to playlist" in beta45?

There is it.
You just need to enable it.
preferences->core->main menu items

This is annoing, no playlist tabs if you're using extended playlist.

Huh?

The only thing that I notice as immediately strange is that the background colour of the play control buttons and seek bar are slightly offset from the others, but of course that's a very cosmetic thing.

I think treech ment extended user interface plugin...

If you had really looked carefully, you'd have realised that it has been the case ever since we had the extended interface with the toolbars. It's NOT a bug with Foobar, and is due to the way Windows draws stuff when you have themes on.
