Is there a program that can scan a folder of MP3's, and remove the ID3v2 tags, but only when the ID3v1 tag is the same as the ID3v2 tag?
ie - remove only unnecessary ID3v2 tags?

IIRC Case's Tag can do this. You can get it here.
mp3tag is also able to do that, you just have to select the files
