Previous version of OggDropXPd (1.7.2) worked fine for me. v1.7.4 (both original and GT) doesn't allow me to set fractal values, -q 6.33 for example. Only whole numbers. Should I use it ?
Simple 1.7.4 version generates files with ogg tag: libVorbis I 20030909
but GT one generates tag: libVorbis I 20020717. Is it important ?

oggenc version 2 means a new version of oggenc. I think its got new features to the encoder functionality rather than the quality of the audio it produces. It is based on libvorbis 1.0.1 which contains a few bug fixes. The vendor tag for 1.0.1 is Xiph.org libVorbis I 20030909.
GT3b1 is a tuned version of the first release of ogg vorbis (1.0) hence its based on the original library and its tag is libVorbis I 20020717.
If you are wondering which one to use then, I think GT3b1, while it uses an older library, will still sound better than vorbis 1.0.1 at quality levels 5 and above. Anything below 5, vorbis 1.0.1 will be the better choice.
I'm not certain of this of course since the new 1.0.1 of Vorbis fixes some quality problems which may or may not affect high bitrates. Maybe someone more familiar with the problems with the original Vorbis and how they've been fixed in the current version can enlighten us.
