Is there any plugin which can configure the scroll mouse button to control the volume ?

The "minibar" component is what you're looking for. It looks like a floating toolbar. You can control volume by scrolling while your mouse hovers above it

How about getting this built into foobar. e.g. using the scroll wheel can scroll the playlist as normal, but if the right mouse button is help down while scrolling the wheel button, it could increase or decrease the volume.

Or something similar along them lines would be nice!
