It looks like mp3dev.org isn't even updated yet (as of 15 April, 12:38PM PST).
So does anyone know, is this just a minor update (as I suspect)? Or is there something new that will increase encoding quality and/or reduce file sizes?

It's offering 3.92 as the latest version.

From the changelog, doesn't seem like the changes will make much of an impact. --alt-preset VBR and ABR (but not CBR) are now in libmp3lame thanks to Gabriel. Gabriel added --cbr switch to the main frontend, but looks to me like it's mapped to default CBR rather than --alt-preset CBR. Takehiro has added interchannel masking with the --interch option, looks like it'll only be useful for low bitrates. Gabriel expanded the --alt-presets all the way down to 8kbps (Dibrom only went as low as 80kbps). Naoki has some nspsytune2 codes in there, but they are currently disabled.

The compiles of this one from yarmusic and the latest compile from mitiok,
both create identical files.
They are different with alt preset standard from mitioks 3.91 final.
3.92 creates smaller files in the range of 3-7 kbit/s
Is this meant to be or only different compiler options?

It's unclear wether or not this version is a real stable. The "most official" mirror for LAME binaries is
http://mitiok.cjb.net/. If you find 3.92 stable there, it really is 3.92 stable.

I'm sorry but Lame 3.92 IS NOT RELEASED.
It wasn't officially announced, the website hasn't been updated, sourceforge neither.
Basically what happened is something that you could consider as "a few manipulation errors", and it seems that everyone rushed just by looking at the cvs logs.
So once again: THE LATEST LAME RELEASE IS NOT (yet) 3.92

Since the latest CVS has version.h showing 3.93 alpha1, it must be a done deal, surely? It can't really make any sense to backtrack. Even if it wasn't intended, it must be best to live with it now.
