In vorbis documentation I've found this command:
--advanced-encode-option lowpass_frequency=x

Is there any additional options ? I mean ones not listed in oggenc.exe -h

If you DL the official vorbis from Xiph (vorbis-tools-1.0-win32.zip), there will be an oggenc.html with a listing of all the command line options. In fact, contained within is html's for all the *.exe's.

these are (after a short look in the oggenc sources) all possible parameters for --advanced-encode-option
but it's better (quality wise) to stay just with the quality modes with no additionial options except in special cases
