does anyone know if there is a commandline player such as mpg123 for mpc?

Use mppdec, it can play files too.

Ive looked at this a few days now, and even after looking at its help file do not see where it can play mpc files. Is there any equivalent to mpg123 or such to use?

I don't have Linux so I can't test, but it should play files with command "mppdec file.mpc /dev/dsp". Of course the binary has to be compiled with OSS support.
