This comes because you have checked the option Database, Don't write modified tags to files.

Please try a forum search on Verboten!

I use Tag&Rename 3.0rc6. (It's licensed software...$24.99 to register, but with a 30-day full-function free trial period.)

Open a folder of music files and select menu item Tools --> Auto fill track #. In the Start from: field enter 1 and click "Yes". You can optionally select Use xx/xx format if you prefer it. Also, you can specify recursive directories and do mass-tagging updates as well (don't worry, it'll restart at "1" for each album even if you select many directories at once).

If your files are in name order because they have the track number imbedded in the file name, Tag&Rename can fill in the track number from that as well.
