There was a plugin for Foobar v06 titled "Repeat Selection" that allowed you to loop a portion of a file. Used in conjunction with "Sound touch" to slow things down it was a great teaching aid for musicians.
Would love something similar for the current Foobar version!

Plugins don't get thrown away whenever a new version of Foobar is released, you know. 
To be able to pick-and-choose several DSPs at one go during installation, get the Special Installer. SoundTouch is included in that installer.
The individual SoundTouch plugin can be found here. I don't know about the first plugin you wanted, though.
