im looking for one like the lame.dll that could be used like some sort of plugins with EAC but to make ogg files... there is one?

For EAC you need oggenc.exe. Take it at Rarewares. Also you can read Case's guide at www.ca5e.tk

I don't think an ogg vorbis encoder dll currently exists.

there are vorbis dll's for encoding, but i don't know if they work with eac

i am earching for vorbis DECODER to GT3b1, as i like to set the offset between encoder decoder... or like to decode at all with EAC (for burning CD-R directly i.e.)

Decoders should be able to decode files encoded with any encoder of the same codec (I say 'should', because not all decoders are equally bugless or standardised). For Vorbis, you're safe. Any decoder you get (whether in Winamp, Foobar, QCD, oggdec.exe) is fine.
