M3U and foobar FPL only store the filenames AFAIK, meaning the playlist file has to be in the same folder as the MP3/APE etc.

Is there a playlist file that would also store the path to the files as well. So that I can keep all the playlists in one folder for easy selection.

Two false claims. Save either M3U or FPL in another folder, problem solved.

Is it possible to store Information relative to the selected DIR (e.g. ../ABBA - Waterloo.ogg or <Root>\ABBA - ...) in order to use the playlists independent from drive/folder (I move my music from one partition to another in order to sort the files).

Winamp can do these things AFAIK by entering "..\ABBA - ..." in playlist entry (CTRL+E) window
