This problem was in 0.7.7, but was solved in 0.7.7a.
In 0.8 bug appear again...
I test 0.8b4 - bug presented.

$upper() works just as expected here, there's no problems with cyrillic.

What exactly is the bug?

What OS are you using?

If it's win9x-only, then it should be fixed in next beta.

foobar 0.8beta6 - problem also present. (Win98SE)

I'm not interested in fixing win9x-specific problems, sorry. Especially that this "bug" is a problem with microsoft's libraries anyway, and any unicode operations on win9x OS are severely crippled.

But why in older versions this problem not was presented? Why these crippled
unicode support implemented in ANSI version? If produced ANSI version, please made it correct, at least, not to spoil that was... :-(

It is very bad! Case-nonsensitive search and case convertions - very important functions. Without correct work of these functions in national characters player not may be named "the best". Sadly.

Even microsoft is dropping support for win9x OS line, and I don't see a reason to waste my time with fixing win9x-specific bugs that affect only very little number of users (again, if there was a straight way to do it without breaking anything else I would have done so already). Russian character support on win9x is a bad joke anyway. Please use win2k or winxp instead and quit whining.
