Where I can find "lameACM.acm" for the Lame version 3.90.3?

As far as I'm aware, the only LAME ACM codec is from a much older version of LAME.

here you can find 3.92, 3.95.1 and 3.96alpha2 version

IIRC, the ACM was only released from 3.92 onwards. With the compression options available under the ACM, this is not a problem as the 3.92 libs are almost unchanged from the 3.90.2/3.

Surely there are ways to do whatever you're doing with the command line version anyway...

Why do you have to question his objectives for using the ACM? Of course there are ways of using the exe version, but maybe "ease-of-use" is more important in this case than quality beyond anything.

But you are absolutely right, for best possible quality the ACM is not way to go.

If you have to use the ACM, I guess if you use the 3.95.something version you will benefit from the alt-preset tweaking as they have been mapped onto the default settings. So I guess that from the variety of ACM versions out there, 3.95 will give the best possible quality. (?)
