Is there a command line ogg decoder utility?

Ideally, what I'd like is some sort of freeware win32 utility which will decode any format I choose to WAV. The closest thing I can think of to ideal would be something that can use Winamp plugins, but which doesn't allow the user to muck things up by adding DSP plugins or equalization, or other stuff like that.

Barring such a utility, command line decoders should work ok when called from a batch file.

has the stuff you need - a small CLI decoder, that even has advanced features like priority setting and random play! Thanks to John33
