I haven't been following the replay gain discussion/issues very much and i just have a quick question

is there a tool that can normalize an ogg file without decoding ?
it woulde be nice for DivX'ing

Not in the form you are probably looking for. Vorbis volume scaling have to be made at the decoding/playing phase according to either data in the tag which is used by the specific software/plugin or using external replaygain system like WinAmp generic replaygain plugin (http://www.hydrogenaudio.org/forums/showth...p?threadid=1949). There's no gain variable that can be tweaked in Ogg bitstream like in mp3's case where you can adjust mp3 bitstream's global gain variables.

So your movie player software should support currently the unofficial replaygain tagging of Ogg bitstream or have its own external replaygain system, in order to use the volume normalization by replaygain. Currently no movie player supports this to my knowlege.
