I was wondering if there's a program like encspot for guessing the settings that were used for OGG encoded files or any way at all for being sure what has been used...anyone willing to inform me please?

Future Encspot is supposed to have Ogg support. Ogg headers store some information about used settings, mainly nominal bitrate and bitrate limits.
