Do you want to encode to mp3 with foobar? If yes, then it's very simple:
1.Get CLI encoder from this site:
http://foobar2000.blogsite.org/2.Download lame encoder and put it somewhere (in foobar's directory for example)
http://www.rarewares.org/files/mp3/lame-3.90.3.zip3.Go to preferences ->components -> diskwriter and under output presets choose commandline encoder: --alt preset standard.
Click edit and under encoder field choose path where you copied lame.exe
4.Add wave files you want to encode to mp3 to the playlist, select all, right click, choose convert -> run conversion.
That's all!
If EAC is too dificult to you then try CdEx:
http://cdexos.sourceforge.net/Using EAC or CdEx is recommended if you want to get high quality rips.
You can use foobar to that, but it is not recommended, because foobar do not provide secure ripping.
About your second question:
What's the best encoder? MP3 encoder? you should give more detailed information.
If MP3, then Lame is recommended. It's free and very well tuned.
If in general, then try to use search function. There were made a lot listening tests so you can get answer very easy.
